Idea for Cleanse

While I was looking at the summoner spells I looked at cleanse and I saw the potential it could have in the game. I was thinking about giving it the heal treatment where you can target up to 2 champions, you and an ally with the spell with some tweaks to it's current text. Lower the resistance to cc to about 30%. If you target an ally with cleanse it would clear stuff normal cleanse would not clear like Warwick and Malzahar ultimates but only if you target an ally, if you get targeted it still works how it is on live. And finally while it does not effect just cleanse why not make a boot enchantment that buff cleanse and other summoner spells maybe heal?. For Cleanse make an area around the people used that blocks cc for 1 second and gives a small movement speed buff. Those were my ideas probably not the best but if you got an idea mind posting it, I feel like Cleanse could be an amazing spell if given love in the current state of the game.
