Anything I can do about Ping?

So, I recently moved to Arizona and bought a gaming rig. I just got done playing the best-looking game of League that I've ever played, and the frame rate was fantastic. But, the ping left much to be desired. It's been a problem that I've had since I moved, and I was wondering if maybe transferring to the Latin North America server would help?

I saw some people talking about Cox needing to sign a deal with Riot or something, but that was years ago that the topic was made. So I figured I'd ask around and see if anyone knew anything about why my ping is so ridiculous. It's sitting at around 90 minimum, and jumping up to the 500's regularly. Even during regular gameplay, my standard ping is around 200.

I even had the ISP check my connection to see if it was my connection being wonky, but I'm getting my pro-rated 30 megabits/second so I'm thinking this is a Riot server location issue, or something like that.

Does anyone know what's going on with this?

UPDATE:

So, as it turns out it was an ISP problem. Turns out that Cox had me on an inefficient route, where it was dropping packets around the 3rd hop. Now, they've re-routed me, and my ping is stable around 60-70 MS

200 seems a bit high. I live in Surprise and unless there are other factors (people on Netflix, etc) my Ping is like 90 on NA.

Perhaps check and see if there's something at home downloading or otherwise screwing your net.
