Key Fragments Drop

So, here I am sitting at honor level 4 for about 10 days and had honor level 3 for about 20, during this whole period of time ( 1 month ) I only got around 3 key fragments and no honor capsules, while friends of mine got capsules as soon as they hit level 4 and 3 honor and get around 6-7 key fragments a month. I play at least 2 games every day and get honored 80% of the time.. Explanation?

Also a friend of mine that's not even level 30 opens about 3 - 4 chests a month and almost never gets honored... I mean I get that Riot wants to keep the new players but I've been playing since 2013 and to see that guys that started 2-3 months ago get better treatment then me and my friends who also play the same time spam as I do, It's really annoying.
