Change % Scaling Tool Tips to be Up to Date

The tool tips for older % scaling round up and down, unlike the most recent one (Illaoi) being rounded to the nearest tenth. I think it would be a good addition for all % scaling to do this since it allows, newer players especially, to see that they are getting the % scaling even if they aren't at whatever the scaling says. Meaning they know they are getting 0.5% more damage for their 50 AP for a move that gives 1% for every 100 AP.

This would help a lot for clarity and make players visually see their power increase more often.
