dear riot can we make tier 2 runes like 90-95% effective as tier 3 so that you can get into silver-gold ranked with these runes. youre already punishing new players with the 10 bans since the ban phase will be in 2 phases and people will be asking to swap champions in case their main gets banned in the second phase.
