on what basis are champions balanced ?

hello everyone.

Im mak87 currently p5 on euw.

what i feel at the moment is that there is a huge gap between upper winrate and lower winrate champs from gold+ and it only gets bigger the closer to you get to the top.

what i am trying to get at is champions should be balanced around higher elo alone, as the higher level of play makes certain champs feel somewhat useless.

looking at d+ mid lane the difference between top5 and bot5 winrates is huge.

while champions that might seem to have a avg winrate overall, they lack the fundamentals to compete in games where players dont make many mistakes.

tldr. Riot please balance champions in higher elo, i dont only want to play meta champs :)
