Stop punishing people who don't ban

Why is it that Riot decides those who don't ban in time are dodgers. Right now I am waiting half and hour because I was typing and forgot to ban and then later my screen froze while I was joining a game so I had to restart. How exactly are these punishable behaviours. Banning a champ should be unimportant to begin with does banning 9 champs instead of 10 punishable. The number of idiotic punishments I have recieved is quite frustrating as someone who actually put some money into this game.

This may be me complaining but there is so much foul behaviour in this game yet the things that get consistantly punished are so stupid.
