Can we please put CDR back as a tier one mastery?

Why was it a tier one mastery before and now you have to invest all your points into cunning just to have 5 CDR. That's a huge early game nerf to mages and casters.

Investing in cunning would be okay if the keystones weren't so bad for damage (thunderlord's decree is kinda bad...)

Please make it a tier one again or more reasonably a tier 3.
