QSS exhaust should remove damage

Exhaust is a broken spell. It scales off percent while every other summoner in the game is a flat amount. But not only is it overpowered, it's also not working correctly with QSS Right now QSSing exhaust does not remove the damage reduction and there is no reason for that because the damage reduction is a debuff. exhaust should be QSS-able
