Honor Levels?

Okay honor has been out for 1 patch and i don't think Ive seen 1 player with honor 3 or higher? Is it supposed to take a while or something? or did Riot release honor not completely finished.... idk i just find it weird that NO one has reached it yet. Not that I know of at least....
