The few times I play Volibear, it feels like my Passive is under the enemy's control than my own...

I kinda wish it wasn't something that's blown once every 2 minute. It's theoretically a good Passive if it's up and you know your enemy doesn't have any Ignite or Heal reduction, but most of the time it feels more like something the enemy controls.

This is in contrast to, say...Anivia, who you can consider as a failsafe, a second chance if you die or a bait tool. But for some reason with Volibear, it's just not the same. In some ways the two have very similar philosophies. A powerful Passive that's only up once in a while designed to save your life. But in execution Voli's just feel like it a wild factor while the other feels like something you can count on as long as it's off cooldown.

Anyone feel that way about his Passive?

Volibear actually has two passives. One from W and the other is one with a Static CD. I don't really dislike it. I love the fact that if you build a GA (don't do it, though!) you keep regenerating while you are reviving (Mundo's ult is the same thing). Sometimes you can use it to sustain yourself in lane a little longer or in the jungle, it doesn't always have to be duel related. Anivia's doesn't let her run away or fight back when she is in egg form.

What I dislike about Volibear is how easy he is to kite, and how heavily he falls off due to the fact that he usually can't build any penetration items and all he has is his Q's utility and tanking potental.

I agree with that. I feel like his passive shouldn't be effected by health reduction. because it effects it so much. But it can also be over powereds
