Can Gangplank get a buff please?

I don't believe that his damage needs to be changed at all, and truth be told, i'm actually really happy with the guaranteed crit of stormrazor vs the RNG that he had to deal with in the past. All that I propose is a bit of mana sustain to help him out in lane, since it's hard for him to farm in hard matchups. Ex, make his Q like Annie's and refund mana from minions that he last hits with the ability. This way, he is incentivized to last hit with his Q rather than having to spend all lane spamming it on his opponent. GP took a hit when it came to mana sustain after they changed and added adaptive damage to the game, it makes it a really stupid item to take. Since when you start Doran's ring, you get adaptive AP rather than AD which is what Gangplank wants.
