What's the policy on 'failed' reworks?

The overwhelming majority of reworks are improvements (Warwick Galio Sejuani ) but...sometimes the mark is missed. Now I'm not complaining, I really appreciate that Riot acknowledges when things don't work out the way they intended.

But what's the priority for champions like Mordekaiser and Skarner? Are they relegated to low-priority because they've received attention, even if it didn't work out? Is there a system for cases like these or are they just re-added into the 'needs a rework' file?

Skarner is honestly fine right now in my opinion.

Morde, on the other hand, can become completely broken if he gets ahead, but beyond shit if he doesn't and it's unlikely that anyone other than a 1-trick will be able to get fed on him at all ever. And, even when he does get fed, if he gets locked down, he just becomes completely useless. He is slated for another rework at some point, I'm just not sure when. If you check the Champion Update Schedule, Aatrox actually took Evelynn's place as being slated for the next VGU, which I'm honestly kinda surprised about. I think a VGU on him was their last resort, if a mini-update didn't work, like they expected it to. I guess he really is hopeless in his current state.

The policy is nerf it and let it rot. I mean, if it wasn't they would actually do something about them right?
