Why 99 LP?

I'd like to address an issue I'm sure millions of us have come across. 99 LP. Why? Why should that even happen? Why play 1 game for 1 point? If it's cutting THAT close, does it really hurt the ranked system so much to round up one point?!

I'm really upset because I was going to get into my Silver 3 promos, but I ended up having 99 LP. Hey, no sweat, I'll play a game for 1 point, wouldn't that make a funny story? And then I end up getting a game with an AFK, and a fed enemy Garen/Skarner (Holy moly the juggernauts.) I'm not asking for anything back. I just feel like this shouldn't be an issue for anyone anymore. Especially if it's one point.
