It is called 'Find the assassin' http://euw.op.gg/statistics/champion/ The first one I found was at rank 45 was Katarina!

Thank god we got the assassin rework coming up, to turn this game upside down AGAIN. Funny thing is, they said they wanted people to be able to respond to assasins in the coming assassin rework, so I guess the first assasin to be found then will be somewhere near level 90.
