How to buff Illaoi without making her Absurd

Illaoi is sitting at a 46% winrate right now in plat+, not very good :/. She's such a well designed champion lore-wise, I'd hate to see her be underplayed. Heres what I suggest:

Q - Tentacle Smash

• Now refunds 20 mana if it kills an enemy unit.

This will help with Illaoi's highish mana costs in lane and reward her for using her Q to punish enemy's positions and CS at the same time.

OR

• Can now move freely during the abilities cast animation without changing the direction of it

This will help Illaoi's immobility and not punish her for using a basic ability.
