Irelia, Good or Bad?

I was just curious about what the community thought about Irelia and why she is not in the current meta. She has true damage with her w which will destroy tanks, she has great sustain in lane, and she has good cc while fighting from low health. Would all of that not make something like sated irelia overpowered? With all of the on-hit effects she has, I played her in a game as sated once and I was able to stomp the early game. So I was just wondering why she has a win rate of 48% and your guys thoughts.
