Riot Please -- Last Whisper Needs Some Further Adjustments.

Context: I just played a match where a couple players started buying armor on the other team. I'm melee Riven, against Yorick and they also have a Lee Sin who was buying armor. I had Black Cleaver but it didn't feel like it was enough, so I decided to pick up Last Whisper. It felt absolutely useless (and after researching actually it was) and I couldn't quite understand why.

After my match a bit ago, I decided to check into the item, and saw that it got hit HARD with a massive nerf back in August, which was passed off as a buff in the patch notes for some reason. If you look at these patch notes:

You can see Riot is trying to buff the mid-game usefulness on low armor champions. This alone makes zero sense because it's an item you pick up for enemies stacking armor and trying to make it useful against non-armor purchasing champions goes against the entire design (like what?). That aside, to raise the item's effectiveness on non-armor purchasing champions all that would need to be done is an Attack Damage increase on the item (pretty basic honestly).

Let's go back to what the item is designed for. It's a mid game item, which upgrades into one of two more powerful armor penetration items: Mortal Reminder and Lord Dominik's Regards. One being more for healing champions, and the other for champions with excessive health stacking. With the change to the item from Percent Bonus Armor to Percent Total Armor, the item actually becomes more of a late game item due to Armor Per Level being incredibly low on the vast majority of champions.

If you want some proof, here's a match from a popular Nasus streamer that I'll use to prove just how huge the nerf on this item is:

I'll estimate that mid game could be defined somewhere around level 11, which is 7,300 EXP (When players obtain their 2nd point in their ultimate). This match lasts 26 minutes. On average a player is able to purchase roughly 3 completed items by around 20 minutes (maybe 2 - 2.5 when behind). Looking here at this match it was somewhere around 18 minutes when Nasus reached level 11.

At 19 minutes, when Nasus backs for his level 11 power spike, he now has 3 armor items for a total of 135 bonus armor (125 from his items and an additional 10 bonus armor from his runes). Nasus at level 11 has 72.5 base armor. So, we add these two numbers together and we have 207.5 total armor.

207.5 x .1 = 20.75 This means hitting Nasus with the current Last Whisper would negate 21 Armor.

Now, Let's do that math on the previous version which negated 35% bonus armor.

135 x .35 = 47.25 The old "unbuffed" version would have negated 47 armor.

That's over a 200% DECREASE, for an item that was actually supposed to be getting buffed. Basically, the item only scales into late game (When champions have more Base Armor) and at that point the item is not needed anymore because it gets upgraded - making it completely useless currently.

I really hope someone from the Balance team reads this so there's some light on just how un-mathematical and illogical their previous changes were so they can be worked on. Playing on certain champions feels really bad right now, and a lot of it is directly related to the changes that went through on Last Whisper last year.
