Can we just get a yes or no about IP gains getting a buff?

Riot, one of you, draw straws for who has to say it. WILL WE GET IP GAINING BUFFS?

I mean, I have farmed most of the champions I probably will ever want, but in my last 17 matches I haven't even gotten 2k IP. This aint a 10 minute per match game, can we get some sort of a realistic IP gain buff, just so that I, and many other people who don't like spending money on this game can get some champions?
