Match for use champion first
This is my painful trouble. I want to good match system for use one champion first. For example, If this champion's level is 1, game matches fit that level.

Personal skill level usually extends far beyond just champion level, and changing matchmaking to reflect champion level instead would cause a lot of uproar about unfair matchmaking and higher ELO players, despite playing a new champion, stomping lower ELO players.
