Conqueror and block

I apologize in advance, but English is not my native language Me hatest rune is Conqueror, but I still thought it was balanced. However, when I played for the Shen vs Jax, I noticed that Shen's "W" does not interfere with the work of Conqueror. I checked it with different options, press the attack, Braum's passive, Vayne "W" and maybe something else not work. However Jax's passive and Conqueror still work. The Conqueror's descriptions says "attack or spells that DEAL DAMAGE", but Shen's "W" blocked all damage on autoattack. Press the attack rune work when "Hitting an enemy champion", but not work when blocked. It turns out that blocking does not Hit, but does it deal damage?
