What if Urgot W cost 1 mana when maxed out instead of 0 for stacking tear?

Its not worth to build manamune in urgot, his W deals 50 % damage on hit but keeps the mana waste
In my experience he doesn't really need this since I usually have a manamune by the time W is maxed anywho so it stacks off autos...
Urgot has a damage reduction penalty for on-hit effects.
Muramana/Manamune are on hit items.

I guess then Teemo and Jinx and Zed and anyone who has damage on auto attack needs to have a resource cost.
W is Urgots auto attacks.

If you havent realised and i'm not sure if its a bug, But Urgots legs (Echoing Flames) Procs tear stacks. I've tried it multiple times in the jungle when i had a level 5 W and saw my tear was stacking with just leg procs. Try it out.
