trolls need to get the ban hammer

I can not be the only one who is getting fed up with people who come into low MMR games and troll just to lower their own MMR, also why as a north american player am i being stuck with ja ja ja spamming Brazilians? the trolling and inting is getting out of hand and needs to be quelled.
