Why are there damage amplification masteries in the cunning tree in the first place?

Correct me if I'm wrong, but isn't the cunning tree supposed to emphasize utility...?

Not really. It's the utility/burst damage tree. Back when we had a purely utility tree, almost no one went deep into it because almost no one wants that.

Also, by separating burst and sustained damage trees, it's easier to make options for one that don't also greatly benefit or break the other.

No, it's not. Cunning tree is to emphasize precision and single target, along with minor utility. ferocity is for champions looking to dump as much damage as they can onto as many people as they can at once.

You're wrong.

Cunning covers utility, mobility, and burst damage.
