Regarding runes reforged

Will new players have all rune slots available from level 1? One of the things I found tedious when I was a new player was that I couldn't experiment with different runes, masteries and summoner spells early on because of my account level. Maybe with the runes reforged update, all rune slots and summoner spells should be unlocked from level 1.
