For those of you who haven't picked up on it yet...Heimer hard counters a lot of top laners He's extremely annoying and if you build him right and run exhaust he's super ez to stomp with.
Although if you pick him you might not have a frontline in team fights....
I consider him Underpowered, his turrets are super easy to kill. and even in his turret box he can be ganked easy.
Last time I faced at Heimer in top lane (which was yesterday) I ended the laning phase 6/0 as Garen. Heimer is a strong pick but he's hardly a hard counter. He's just a Teemo or Gnar with less mobility and more 1v2ing ability.
I like Heimerdinger, but the game you showed seems far from representitive. Normally people in lane start much sooner to get rid of your towers. THAT MUNDO DOESN'T EVEN TRY TO DESTROY YOUR TURRETS. He apparently wasn't used to the matchup.

I pretty much agree with what SircomKase has already posted, he's (slightly) the towers die incredibly easy. Especially when compared to Azirs invincible soldiers which also deal more damage.. I just hate how his ultimate doesn't reset W and E while even Rengars SECONDARY passive does that...
Not to mention that his W doesn't scale its cooldown with level and even at maxed skill ranks his his cooldowns are: Q20 W11 E10... Not to mention his early game start with Q24 W11 E 18... That's just grotesque compared to common midlaners like Ahri, Ziggs, Xerath, Zed, Annie, Syndra - who have a thrid OR LESS of that one ach of their spells...
