Azir being considered one of the worst champs in the game still has such a broken kit

My point is not to change or nerf azir but to the fact that a tank shredding-dps-burst-engage-(escape)mobility-scaling lane bully- with his weakness of being squishy (that half the champions have) being mitigated by zonyas and most mage items having hp or some form of defensive stats (even if they dont actualy make a champ very tanky). Idk if its his gutted numbers or that nobody cares enough to play him or that the majortiy of other mages could do the same but better but idk what kind of power curve a game has to have for such a strong kit to be considered barely playable.
