I believe some of those categorizations are relics from the early seasons, when Support meant the champion had buff/cc abilities, rather than optomized for what has become the Support role.
At the time, Teemo fit because of his poison, blind, and the slow/poison (and possibly the miniward effect) on his mushrooms.
You do realize if you go into the store, Syndra is listed as a support. Along with Orianna, Lux, Heimerdinger, Anivia, Gangplank, and Kayle.
If you're talking about in champ select, it's because it goes off of the most popular champions played in that role for the last patch.
Like I saw malph being lumped in with the support group when I chose on that filter.
