@Meddler, Your thoughts on Vlad?

Maybe it's time to buff him like you did to Yi and Cho? I mean let's be serious, he can't go into any other lane but top. He can't adc or support, he would be melted by the other team. He can't go mid, way to much burst damage for a sustain champion who can't even sustain. He deff can't jungle as his cool downs are beyond a broken level in a bad way. Now he is struggling top with all the adc, mages, and tanks/ brawlers building so much Mr and hp that he can't even fight them anymore. His cooldowns are the only thing that hold him back. But they are doing to much holding back even at 45% cd. The only useful mode he's good in is urf.
