It should be a reportable offense/ Idea for ranked

There are 2 parts to this, one of them is a bit of a rant

First of all League NEEDS to make an option in client to report people outside of after a game. Sometimes you get people who are so toxic in champion select that you dodge just to get the hell away from that. Why is there no option other than going on the forums or emailing riot and feeling like a huge asshole? Now on to the real part of #1 I believe it should be reportable if you ban a champion that someone had selected as wanting to play. This is just being a rude jerk and sometimes it actually can put people on tilt. I just dodged a game because my jungler was being a rude toxic jerk and was flaming people for not banning a champion that our mid laner wanted, and also for banning the champ I had declared because he didnt feel like jungling and we wouldnt switch. This is toxic behavior that puts people on tilt before a game even starts, but riot allows this. Some people say that they didn't see that someone had declared it, but I think that could be even worse. This simply means they are not paying attention, or simply dont give a crap what their teammates want to do with their game and so just do whatever they want, nice team mechanics riot.

#2 I believe that in ranked ques you should have to have a certain # of games played on a champion on that account before you can play it in ranked. Ranked is not a place for trying new things, it dosnt matter if you are plat, challeneger, silver, or bronze. You trying a new champ means that you have no knowledge of how it works and you are screwing your teammates over. Once again, nice teamwork riot.

For your 1st request, you should understand that reporting someone outside of a game can be easily abused. Say, for instance, one person feels another person on their team should be reported, even though they shouldn't and everyone else on the team feels they shouldn't be reported either. If you can report people outside of game, then not only could the original person who wanted to report the other person report them, but they could go on another accounts, or ask other friends to report them as well. And with enough reports, the person could be wrongfully banned. It's not inherently a bad idea, but unfortunately it would be abused.

As for your second request, that somewhat makes sense, but in another sense, it can hinder your own team. Say, for example, your teammate is a one-trick laner. They only play Fizz mid, for instance. They practice in normals all the time. They own other champions, such as Brand, and they've played them scarcely, but they know their abilities and they've played against Brands a lot, so they have an idea as to how to play them. Let's say you and them are in a ranked draft. They are going to play Fizz, but the other team picks Annie, one of Fizz's strongest counters. In that scenario, would you have the person pick Fizz and most likely get raped in-lane and in-game, or Brand, whom they don't nearly have as much experience on, but have a much better shot at winning considering Brand is a big counter to Annie.

If you make it so people have to play a certain amount of champs in normals, this is one example of how hindering what you can play in ranked could lead to it being worse for your team. Now that doesn't mean it won't help; for sure it will. Some people pick something in ranked just to try, when they shouldn't, and it doesn't work out. But I myself have played champions I don't normally play in ranked/normals as a counterpick to help increase my team's chance of winning. And in all honesty, sometimes they've worked, sometimes they haven't. But that's part of the game.
