Reporting Before Game Starts

I think that there should be the ability for everyone to be able to maybe report someone before a game starts so that a que can be closed out without losing LP. I just had a game with a guy with the summoner name IRuinLowEloGames who intentionally banned a champ someone had highlighted, used racist slurs, and then picked blitzcrank jungle and was going to let the game go. I had to exit out of my client so that I didn't have to play that game and I'm the one who is punished for it now being that I have to sit here for 6 minutes and I lose the LP for it. Any thoughts?

You can screen the chat and send a ticket. I don't know if it works or not.

You can't ask for that though probably since 4 premades might use that tool to abuse a solo player even if nothing bad happened.
