A Turret Fix

Remember the OP towers in the Twisted Treeline? The ones that shot 2 times a second that actually did damage???

Why don't we put those on the Rift? Maybe we won't get a 4 man gank botside and watch all of them laugh under tower as they tank 3-5 shots a piece. Might actually do some good.

Oh, and they scale faster, too.
