Gangplank nerfs not enough

Not enough, if he can start doran's blade and still spam Q the entire lane phase. Reasons?

1. ALL gp will run klepto. Inevitably they'll get mana pots which totally invalidate the nerf.

2. ALL gp will max Q first, meaning the nerf will only be felt pretty much at level 1 to 3 and totally disappears once he buys his sheen (first back).

Sucks to be a full melee that can get poked down with a point and click skill with 0 risk, the mana costs need to be 60 at all ranks to actually force him to itemise for mana regen if he wants to play that poke game (i.e. start mana crystal or corrupting pot). Pantheon was bad? This guy is a late game scaling pantheon.
