Stop the balancing around by just remove/nerf "Counter Item"

(Long time ago) All these item got nerfed cuz they counter unbalance overload champions. And even after the item nerf, Rito still keep these unbalance champion around for 1~2 patch. Dont they ever learn from the past? Counter is a part of the game, dont just remove it.
