A question about the new ashe

According to the explanation of ashe's passive frost shot on league of legends wiki, ashe deals modified critical damage on frosted units, but otherwise cannot perform critical strikes. I have no idea what kind of "otherwise" situation is being said there. Does that mean if there is anything that conflicts with the modified critical damage in her passive, like infinity edges' unique passive that deals 250% critical damage instead of 200%, she will not deal critical strike at all with that conflict?

Her first attack on a target won't do bonus "critical" damage, but once she has attacked it and applied frost, all her subsequent attacks are guaranteed to crit.

She can't apply this frost debuff to turrets. Her W applies Frost too, so she can hit a target with that to immediately be able to start critting on basic attacks.

And, IE does grant bonus damage for her "crits".
