New Vel Rework

I think Velkoz is very fun to play right now however there are also several problems about him.

Firstly, the champion has the shittiest ratios out of all the mages but** insanely high base damage**. After doing some maths, he would need to build around 900 ap in order to double his damage output (including his true damage passive). This means that building ap on him is not as affective as building lots and lots of utility and tankiness. I think that in this rework they should lower his base damage by a bit and up his ratios but not too much so that he can have an identity for being able to do crazy amount of damage even if he is being by positioning himself correctly.

Secondly, Velkoz is all about observing and learning his targets' weakness but no where in his kit shows this. In the rework they should add a mechanic where he does decent damage in the start and by damaging his target longer and longer (through kiting properly or setting up long pre-team fight harass) he gets to do damage that scales exponentially to the time he spends "analysing" them. This gives a reason for vel to poke a lot before fights, reward him for utilising his cc in kiting and provides a significant reason and window to shut his down before he is unstoppable or simply differentiate the good vels from the other players. It could be that he gives a stack to the enemy if he damages them and they get 1 more stack after 5 seconds. The stack wears off is vel does not damage them for 10 sec. Each stack would allow vel to do 2.5% increase damage to them. Or it could be that the stacks were given to vel and he get bonus true damage/ enemy %max health damage or flat or percentage magic penetration.

I personally love Velkoz and hope riot doesn't F up him. Please leave some comments so riot knows what we want.

That's why I feel like he makes a better support. His ratio's arn't worth putting high amounts of AP, but large amounts of CDR and mana regen.

Riot mentioned earlier that it's was intentional as they wanted a good portion of his damage was suppose to be from his passive. If this was the case, they should have done what they did to lux. (Putting an AP ratio on the passive.) That way, he would have plenty of reason to actually build lot's of scaling AP on him.
