Will we ever have a Southeast Asia server?

I hate Garena. The server itself is so cancerous that 80% of games have at least one toxic player/scripter. It sucks to know that there is so little moderation that I can expect to have a jerk/cheater in every game. Along with that, the connection quality is just awful. Most of the time experience a constant ~30 ping, but occasionally "I don't know what" happens and I suddenly have a constant 150 ping. And no, it's not my internet or computer; I have a stable internet connection and decent PC, and have never had any issues on NA. It's the server.

If any Rioter ever reads this; is having a dedicated Southeast Asia server just a fleeting dream or are we forever going to be in Garena's clutches?
