Low LP gains and high LP losses in high ELO (EUNE)

I'm currently a Grandmaster player on EUNE, and I have noticed that I've recently gotten significantly less LP per win, and lost way more LP per loss than i usually do. I used to win around 20 LP per game and lose 16 or 17 LP. But now I win anywhere from 14-16 LP per game, and lose around 19-22 LP. This happened from one day to another, and I cannot explain why. When this happened, my MMR was the same as it was the day before, so I am pretty certain that this is not the problem.

I asked some of the people on my friendslist if they had experienced the same thing, and they all said yes. This is a pretty big problem, since it is extremely hard to climb the ladder at this point in time, and the LP needed to promote to Grandmaster and Challenger have been lowered drasticly, which makes me believe that everybody in the higher rank tiers have expreienced this. I am not sure if this only occurs on EUNE, or if it has also affected other regions. I am not sure if it is a bug or it is intentional.

Can someone explain to me, what causes these extreme LP losses and low LP gains?

Your MMR is lower than your actual rank

So if you play in D1 games, and lose as a GM player, your MMR suffers a lot, as you should win those games

I think it's because there are less high elo players on at the time you play in EUNE, and so if you're not winning those, your mmr suffers, and then you genuinely get put in D1 games (not because of matchmaking struggling to find 10 people in your approximate elo, but because your MMR is actually D1), and then your mmr suffers even more, even if you maintain a positive/even win rate.
