It only gives 250 health and zero other tank stats. It makes nothing tanky.
Triforce is not even gold efficient. It's built mainly for its passive that supplements champions with on hit kits, champions whose kits rely on the item to be effective, an item that ultimately proves subpar on other champions.
Yes, you can pull out win rates for champions that build the item that should not technically be capable of using it reliably, but the item itself is incredibly expensive and success rate is often tied to gold advantages; whoever is ahead usually stays ahead and early Triforce is a clear indication that one is ahead.
The stats of certainly benefit attack damage champions, but not nearly enough to warrant its purchase on every attack damage champion.
If 250 HP is enough to make anyone "tanky" then the same can be said about literally every single HP item in the game
