A question regarding Rek'sai

According to her wiki page her Q (queen's wrath, which is the un-burrowed version) has a fixed animation that forbids her from attacking faster than 2.0 times per second. I tested this out on the practice tool, and it turns out this is true. That said, I have two questions: first off, why? And second, why does her tool tip mention absolutely nothing about this?
