How is Heimer balanced?
Why hasn't Heimer gotten a nerf? Does Riot think that placing turrets before hand and running around dealing insane damage is balanced? He does tons of damage doing nothing. Let this sink in: is this balanced?

Given how bad he is without set-up and he gets countered easily (Nunu). And how long the cooldown on turrets is, yes. He is balanced. He has clear strengths and weaknesses.
Don't fight him where he is strong, then complain about his strengths.
Thats like refusing to group or hug minions against a Kha'zix and complain he does dmg.
Heim has a TERRIBLE champ design that shouldnt exist from the get go.

He's balanced because he gets shit on by anything with AoE or tankiness.

What's a Heimer?
Heimers only kill potential relies on everyone being distracted enough for him to drop his mega turret or idiot junglers coming to lane while he has 3 turrets down before the 10 minute mark. Walk away from his mega turret and he's worthless.
