What if there were only buffs?

If Riot only buffed, and the buffed others to compensate an overpowered champion would the game end up having each champion eventually doing the same damage, with every other stat exactly the same? Or would each champion become so unique that there is no longer any need for synergy between 2+ champions to do a nice combo since no one has anything ability wise that another can for one of theirs?

Same thing in the reverse where Riot only nerfed. I bet the game would become similar to my first parts answer in that each champion would either become the same or nothing (yes nothing they would have no stats).

At least these are my guesses.
