Are preset runes going away at the start of the new season?

I can understand if the new rune pages allowed for quick and easy comprehension for players, whether new or experienced.

When the new season rolls out, will we be allowed forfeit the presets for new blank pages? If not, then why? I think 5 min would be great so one for each lane, but that's just me.

Any feedback or thoughts?
