all this feels like a tentative balance change, not something i'd put into live. Clear things up a little will you. Also, try fixing these horrible dominion graphics.

No they haven't. They are deliberately ignoring it because Riot considers it a mistake, falling in line with their mantra of "if we don't like it then fuck everyone."

Just never got the support and balance it needed to grow the playerbase.
The problem with Dominion is that it was released way too soon and now is suffering the consequences of that. When it was released RIOT did not have the tech/tools/coding to balance champions separately on a map-to-map basis, which when combined with a lot of other issues killed the joy out of the mode for most players. RIOT decided to focus on Summoner's Rift since it was their "money maker" and easier to balance and by the time they had the tech to fix Dominion the population was so tiny that it didn't make much sense to work on it. Doing the work needed to bring it up to snuff and properly advertise it would require either redistributing existing resources away from Summoner's Rift or hiring a new team, and both make no sense from a pure business ($$$) standpoint.
Maybe one day when/if they find a good point with SR they will go back to the Crystal Scar, but that is likely far into the future. Even then I thinks odds are that it become a quirky, fun, not-serious game mode like Howling Abyss and the Featured Game Modes than a serious, strategic mode like Classic Summoner's Rift.
I love Dominion! Shame no one likes anything but SR because they hate change, the spanners :l
I have fun with dominion, aram, twisted treelines. I like being able to practice champs without playing bots which are boring, or god forbid taking a champ somewhere other than where it is "suppose" to go.
Feel like Riot could put a little bit more effort into other gamemodes which to be fair they have with aram and 3s. My idea would be to make something about dominion and aram more outrageous. I mean there is no ranked version so throw out supper buffs to a few champs on a week to week basis (this week Varus arrow goes twice as far, Braum shield is 3 times the size, Teemo shrooms do triple damage) every now and then or have crazy power ups that make your CDR 60% or take away mana costs. Bottom line make them different and fun.

Dominion Balance is a nuisance to the balance team. They don't want to have to worry about any game mode other than Rift when they are making changes.
The major problem - why would I not rank up while playing any map?
i didnt but currently there is only solo Q Summoner's Rift if riot make dominion ranked i will play it and i want the same ELO on all the maps i dont want 5000 different types of ELO i want 1 elo for all the maps
i think they just should delete dominon and make urf avaible all the time or like how smite has a game mode of the day
