Ranked mmr is separate from normals mmr.
One side effect of this is that relatively high ranked players who don't play normals very often can have relatively low normals mmr compared to their ranked ones. What's more, people often screw around much more often in normals, so sometimes while they might be plat ranked, when they're screwing around in normals on a champ/role they don't normally play, they might actually be playing at 'only' a silver level.
On the other hand, those who play a lot of normals, and especially those who play their main champs in normals, can get relatively high normals mmr.
Those two factors, combined with the lack of limitations on who can queue with who in normals, can some times lead to some spicy matchmaking.
I'd embrace it as an opportunity to potentially learn some tricks from the shiny people, or even just ignore their ranks and play normally since they're probably not that much better than you if you don't pysch yourself out first, especially if they're not tryharding.
