Vayne would avoids every Lucian Q and Graves Q or some skillshots with her Q. then Vayne does stun and completely crush them by AD boost/True dmg.
Let me say the truth -- all of the peoples that says "vayne is weak in lane" are the Vayne players that doesn't want to get nerfed Vayne. so they can win every game as vayne.
She does have a weak laning phase compared to other ADC's. She has flaws that players who know what they are doing are able to keep her down. She has no wave clear, so she can be pushed into tower early in the game, causing her to lose CS and be harassed from under tower. Also her ability to trade in lane isn't as high compared to other ADC's. She has more threat once she hits 6, but even then as long as you don't get stunned into the wall, you should be able to beat her early on.
The main thing people don't like about her is that unlike other ADC's she has the ability to outplay her opponents with her Q. If she gets hit by the skill shots like Lucian/Graves Q then she will lose the trade early on in the game, but if she outplays you and dodges them then she can easily win. She also punishes mistakes very hard, being able to stun people into walls if they position poorly. She is similar to Kalista this way, dumping on people who have poor positioning. She also snowballs hard because she is also a late game carry, so once she gets ahead, there isn't much chance of being able to make a comeback in lane unless you are an early game ADC with burst 
and blow her up once you hit 6 or you need to call for assistance to crush her.
Try to play vs her vs poke... She loses half hp lvl 1 and have to farm under tower whole game.
If I played her, weak would be an understatement. I dont evn own her and plan on not even getting her.

No. They say that because vayne sucks ass in lane. I don't like or play vayne, but I have played her in the past. Her laning phase is god aweful. Insanely squishy, W doesnt really do much early/without attk speed/without levels in it, she has no real trade ability unless the other team just takes free damage, she has no burst, her sustained damage is much weaker, she has no gap closer (tumble is really low range, your not gonna be avoiding Graves Q's with it, unless graves is playing with a blindfold on). Need I keep going?
btw vayne is like carrying every game anyway.

every vayne winning games. even i was the one. actually im bad at vayne, but in teamfights i shred every tanks if i could right click them. and i avoid their skillshots by Q and Flash so i dont die. if you want to know the trush, if you could right click the enemies as vayne you gonna do MOST HIGHEST DPS IN THE LEAGUE! doesn't matter if the player was 3-years old. vayne always destroy enemy.
