I'm poor but want treasure chests.

I only have 4 champs, singed, nunu, zilean, and kayle. I have rank 3 quintessence for movement speed, 9 cd reduction at lvl 18 on blue, 9 armor and magic pen on red, and 9 armor at lvl 18 for yellow. Which cheap champ can use these? Nunu works fine with this build so all I need is someone to get an S and I can put him aside. I don't really have any ip since riot banned my last account with 100k+ ip. Any champ recommendations?
