Climbing ELO without being able to dodge

There needs to be a way to leave a ranked queue when everything is at its worst. I was charged with the LeaverBuster punishment after escaping a ranked match where the last pick person autolocked an adc and cussed everyone out. Climbing ELO and trying to get to gold or higher is no longer just a game of pure skill and understanding but no has an aspect of pure luck when taking into account the number of trollish people who prove they dont care. Now obviously, I understand that an individual should not have that kind of power but I truly believe that there should be some sort of team vote mechanic or something to help those trying to advance avoid the 20 point LP loss from some player who purposefully ruined your gaming experience. Also I understand that this sounds salty.
