Item and Mastery Changes

So I am just curious about how these patches come about. Like I gather it's a good idea to change the game and keep things 'fresh' however does anyone test it beforehand? I am only asking because I am noticing the new changes in this patch to be completely one sided in the favor of attack damage champs and assassins. Maybe I'm just being too critical but does anyone else notice this as well?
