hi, I often get put in a team with lower levels than I am in normal. I am level 17 and ill often get paired up with level 14 players does this mean something or is it random?

It means that you're in the estimated 5% of players that haven't reached level 30 yet, and Riot decided that it would be unfair to pair both groups up.

On the other hand a little lecture: You have something called "MMR" (=match-making rating). It increases when you win, and decreases when you lose. It's also sensitive to the mmr of other players, meaning that winning against good players gives you more, while losing to them only makes it decrease a bit (and obviously inverted for worse players).

I don't know whether the system is level-sensitive aside from that level-30 rule, but if it is then that means one of 3 things:

  1. There were not enough players on your level in queue (and the system would probably lower the level priority the longer it takes to match you up) OR
  2. There were not enough players on your mmr in queue (and the system lowers the mmr priority the longer it takes to match you up) OR
  3. You and those lower leveeld players have the same mmr. But generally the skill between new players isn't that different.

The second thing is the overall queue behaviour, but if the queue is level sensitive, I can imagine that it works similarily for levels.

generally speaking, there will not be a large disparity in terms of skill between new players; having more games does not necessarily indicate you are better

It means you play at the same level as them. Whether you are playing at a level 14 skill or they're playing at a level 17 skill...or somewhere in-between. Or they are duo with a higher level player. Just wait until you have to play against diamonds because rito's match making system.
